Stockton North Shore – Flexible long term development masterplan

The Stockton North Shore site on the banks of the River Tees was one of the four flagship development sites of the former Tees Valley Regeneration – a Government established Urban Regeneration Company. The masterplan for its development over a period of 10 years or more was prepared for the selected joint-venture developers, the Regeneration Company and Stockton Borough Council.

The innovative approach to the masterplan and associated development guidelines was designed to respond to the inevitable uncertainties in the character and pace of development in an area where the weak development market meant that development of the whole site would take many years.

The masterplan was developed around a framework which gave the Local Authority and the regeneration company certainty in areas which were of key importance to them alongside maximising flexibility for the developers in all other respects.

The framework allowed open negotiation and agreement of a very limited number of “requirements” (things which had to be done or to be avoided) with a much wider range of aspects which were expressed as “desirables” or “permissives”. The framework proved successful in securing outline planning consent for this very flexible approach to development.
